Kevin Evans

Since entering high school in Brisbane, Kevin's career began gravitating towards Indonesia. With honours in Indonesian studies from Griffith University he was accepted in the Australian diplomatic service. He was posted to the Australian Embassy in early 1991 as Third Secretary and concluded his time there in September 1996 having reached the position of Counsellor (Education and Training). From government service he entered the Indonesian Capital Market through ANZ Investment Bank for two years, witnessing the last big boom and then the huge bust known as the East Asian Financial Crisis of 1997-1998.

As Indonesia entered a new era of political evolution following the resignation of long term leader Soeharto, Kevin became active as a volunteer with the new President's political reform team that was tasked with democratising all the political laws. After several months of this work, he was recruited by UNDP to support the Government's Reformasi related agenda on a full time basis. During this past decade he worked closely with the Indonesian Electoral Commission in support of the 1999 and 2004 elections managing directly the expenditure of over $30 million in the 1999 programme alone.

During 2002-2003 he was appointed as Assistant Resident Representative of UNDP in Afghanistan with responsibility to commence building a major governance program covering many aspects of the peace agreement including support for national commissions dealing with Human rights, Justice, Civil service, the Constitution, elections as well as support for the national police and the Ministry of Women's Affairs. He has also provided technical support to electoral programs in East Timor and Fiji.

Following the Indian Ocean Tsunami in December 2004, he was seconded by UNDP to the newly established Indonesian ministry, known as BRR, tasked with overseeing a 4 year reconstruction program. Kevin's core task was to design and also to implement a series of integrity building and counter-corruption initiatives to safeguard the overall $7 billion program. On wider policy related issues Kevin contributed to the 2007 UNDP Asia Pacific Human Develop Report which took corruption as its theme. In addition Kevin has written extensively on the history of Indonesian political parties and elections and has recently established a website, www.pemilu.asia, dedicated to the issue.
